I am going to leave what I tried here so that support has more to work with when they look at the thread--
Sometimes Steam CDN and our network doesn't connect with each other properly and we suffer from slow downloading speed but there's is an option by which we can change our downloading region.
First, the problem and my hardware:
My normal bandwidth is 90Mbps up 10 down. I am currently getting 10 up 1 down

ethernet adapter: intel ethernet connection I217-V

I just upgraded from windows 7 professional, and all of my other hardware seems to be performing to spec
What I have tried:
I have tried to uninstall and reinstall the newest up to date drivers from the support page listed above
I have disabled each adapter and tried to see if a single driver was the culprit- they both behave the same
I have tried to install my old (windows 7) up-to-date drivers via compatibility mode (mild improvement in speeds)
My Steam Download Speed Is Way Slower
I have disabled my antivirus programs (went as far as uninstalling the ones that are 3rd party)
I have made sure that other computers on my network are running at speed. Another computer that I just upgraded from windows 7 home premium is currently able to access full bandwidth (90/10)
Where I am at currently:
I uninstalled the compatibility driver and reinstalled the newly published windows 10 drivers, and the problem persists. I have the time to sit and play at troubleshooting this problem. I will continue to work at this and post if I have any new developments
NEW DEVELOPMENT-
So, I decided to run the test in edge vs in firefox--on this computer edge will get full speed while firefox will not--strange.
To clarify, the browser does not matter on the other computer. This truly is strange behavior and I am trying to figure out why it is so.
