I) Please note with Ericsson and Samsung: You have to go for a phone with 3G (UMTS) because that field is located on the USIM. Furthermore, I was not able to do this within any Google Android version, yet (tested up to 6.0.1). Therefore, you have to go for a so called Feature Phone. By the way: Nokia phones do not allow to edit this field either.

I want to get mobile number by using sim card serial number only.
Sim card number. Put the SIM into a mobile handset and call 12722123, this will read back the mobile number. You may be able to contact Telstra on 132200 and read the SIM card out to them as they can search using the SIM serial. If you activated the service online, then they may not be able to find you (systems record the SIM serial in long form. Click on 'About Phone' or 'About Device' depending on your phone model. Click “Status.' Choose 'ICCID' or 'IMEI Info' to see your number listed. If your phone will not power on, you can simply get the SIM card number by ejecting it from the SIM slot or by pulling it out from a tray on the phone.

You cannot get the mobile number from the SIM ICC ID. The own number is included in the IMSI, but it's not usually possible to write an algorithm to retrieve it that will work for all SIMs, because it is prefixed by the country and operator codes, and the operator code has a variable length. Own number can often be retrieved via a USSD dialogue, but this varies from operator to operator.
